Re: SB 375 Planning and Global Warming - SUPPORT

Dear Senator Steinberg:

We are writing as members of Environmental Entrepreneurs (E2), to express our support for your bill, SB 375, which would reduce global warming emissions associated with land use to help meet the targets established by AB 32, the Global Warming Solutions Act.

E2 is a national network of business professionals who support sound environmental policy based on its economic merits. We have over 800 members, over 500 of whom reside in California. E2 was a major supporter of AB 32 last year and we have developed a specific project, the E2 Climate Campaign (E2C2), to engage businesses in the implementation process and demonstrate early success in achieving greenhouse gas reductions.

California's Climate Action Plan identifies smart land use and intelligent transportation as one of the single largest sources of potential global warming emissions reductions. Yet the State needs new tools to achieve meaningful reductions in this sector. SB 375 requires Regional Transportation Plans to include sustainable-communities strategies that would achieve target greenhouse gas emissions established by CARB. The sustainable-communities strategy would also ensure housing availability and protect farmland and habitat. Transportation funding requirements create the incentive to implement a Regional Transportation Plan. The bill also requires improved transportation modeling and streamlines the CEQA process for local governments that "opt in" to the sustainable-communities strategy.

In addition to reducing global warming emissions from the transportation sector, SB 375 would save California taxpayers billions of dollars in avoided infrastructure and personal transportation costs. It would also improve quality of life, ensuring that California remains attractive for employers and employees.
