Dear Senator:

As members and supporters of E2 (Environmental Entrepreneurs), we urge you to pass legislation this spring that adopts long-term extensions of federal tax incentives for energy efficiency and renewable energy technologies. These incentives are critical to establishing a stable market for clean energy technologies, which will reduce global warming pollution, create U.S. jobs and lower energy bills for consumers and businesses.

Most energy efficiency and renewable energy tax incentives recently expired or will expire at the end of this year. We urge immediate extension of incentives for renewable energy production, construction of energy-efficient new homes, purchase of high-efficiency home heating and cooling equipment, investment in solar and wind technologies, efficiency improvements to existing homes, manufacture of efficient appliances and installation of efficiency measures in commercial buildings. If these incentives are not extended soon, a substantial number of jobs will be lost in the clean energy technology sector. The United States will also fall further behind other countries in the development and deployment of efficiency and renewable energy technologies.

E2 comprises more than 850 business leaders from across the nation who realize that good environmental policy makes economic sense. Our members come from 25 states and work in technology, consulting, venture capital, financial services and a number of other sectors. These members have been involved in financing, creating or working in the early development of over 800 companies, which have created more than 400,000 jobs nationwide. They currently represent more than $20 billion in private equity capital that will flow over the next several years into new companies. E2 supports fundamental energy policy reform that will spur clean, efficient energy sources and create jobs by addressing the growing economic risk of our dependence on fossil fuels.

Entrepreneurs are the lifeblood of our economy, and the Cleantech sector is an increasingly vital source of such leaders. According to the clean technology research firm Clean Edge, U.S.-based venture capital (VC) investments in clean, or low-carbon, energy technologies more than quadrupled from $599 million in 2000 to $2.7 billion in 2007. As a percent of total VC investments, energy tech increased from .6 percent in 2000 to 9.1 percent in 2007. Between 2006 and 2007, venture investments in the U.S. clean energy sector increased by more than 70 percent (see Clean Edge report).

Extending the efficiency and renewable energy tax incentives is critical to continued investment and growth in the U.S. clean energy sector. The United States should be in the vanguard of the new global market for these technologies. This lucrative market is rapidly expanding with the increased worldwide demand for technologies that reduce global warming pollution and enhance energy security. Our country's businesses are second to none in developing advanced products when the market conditions reward these investments.

We urge you to ensure continued competitive growth in the U.S. renewable energy sector by passing legislation this spring that extends the efficiency and renewable energy tax incentives.
