Dear Member of Congress:

As members of Environmental Entrepreneurs (E2), we urge Congress to reinvigorate our struggling economy by investing in green recovery programs that create jobs, restore America’s role as the world’s technology leader, and rebuild crumbling infrastructure. By addressing these challenges in the economic recovery package, Congress will not only create well-paying, permanent jobs that cannot be outsourced, but also increase our energy independence, reduce greenhouse gas emissions, and protect air and water resources. 

E2 is a national community of business leaders who believe in protecting the environment while building prosperity. We are a group of investors, entrepreneurs, and professionals who collectively manage more than $20 billion in venture capital and private equity, and have started over 1,200 businesses that have in turn created well over 400,000 jobs. Speaking from that experience, we believe that government expenditures in the form of public infrastructure and efficiency investments, along with programs that encourage private capital to invest in renewable energy and energy efficiency, are the best path forward for our economy.

Our current national financial crisis has been exacerbated by the impact of volatile energy supplies and prices. The energy policy decisions we make now as a nation will determine the strength of our economic recovery in the coming months and years.  We need bold, forward-thinking leadership to bring stability to the markets, reduce unemployment, and create a new vision for sustainable economic growth. Green investment programs can do all of the above.

The recovery package should include incentives to improve energy efficiency, starting with a program to retrofit federal facilities and existing homes and businesses. Energy efficiency investments are a strong source of economic stimulus because in addition to the jobs created installing energy efficient technologies in buildings, the resulting energy savings mean that communities, consumers and businesses have more money to save or spend.

The recovery package should also incentivize private investment in the burgeoning renewable energy sector to develop and deploy innovations that will strengthen our energy security, create jobs, and reduce global warming pollution.  Current economic conditions - tight capital and credit markets - threaten to drastically reduce investments in clean energy in 2009 and beyond. The economic recovery package should prioritize keeping this investment on track to support renewable, low carbon energy generation and the critical role it will play as a driver for economic growth.

America’s roads, bridges, and water infrastructure are in disrepair. Fixing our existing—and deteriorating—transportation infrastructure and investing in transit projects that are on states’ “ready-to-go” lists will maximize job creation and will help reduce oil consumption and greenhouse gas emissions. The U.S. has an outmoded and crumbling water infrastructure system that has not kept up with our population growth and cannot cope with our drinking water, waste water or flood prevention needs. Investments in construction-ready water infrastructure projects not only create jobs, but will have long-term public health benefits. Upgrading the nation’s storm water runoff systems will also protect valuable oceans resources such as coastal fisheries.

A green recovery will leverage our country’s greatest existing strengths:  innovation, entrepreneurial activity, and a world-class workforce. We urge you to capitalize on these strengths and create a vibrant economy today by investing in a cleaner tomorrow.
