Dear Member of Congress,

Transportation in the United States is a key component of our national energy and climate change challenges. Our country’s next transportation bill must provide a fresh vision to improve the nation’s energy profile, and alleviate our destabilizing oil dependence and looming carbon liabilities, rather than exacerbating them. That requires robust provisions for reducing greenhouse gas emissions in both the climate and transportation bills. Specifically, we need a new performance standard for fuels, increased investment in public transportation projects and regional development plans to reduce vehicle miles travelled and greenhouse gas emissions.

Clean transportation options, such as fuel-efficient public transportation and low-carbon fuel substitutes (like wind power for plug-in hybrids), save oil and reduce pollution. A recent study found that alternatives to personal motor vehicle transport, coupled with indirect benefits (fewer and shorter trips due to more efficient land use and more walking and biking), save 4.2 billion gallons of gasoline per year (source), as well as create a significant increase in per capita disposable income. Currently, Americans who live in walkable communities and have good access to public transit spend 9% of their income on transportation as compared to 25% for those who have little or no access to these transportation options (source).

We respectfully make the following three policy recommendations:
  • MORE FEDERAL SUPPORT FOR PUBLIC TRANSPORTATION: Congress must increase the share of federal investment in public transportation. Currently transit receives less than 20 percent of federal program funding, in spite of the fact that it is a more cost- and fuel-efficient and cleaner means to travel. The recovery bill set a good precedent by including transportation provisions with twice that percentage for public transportation and intercity rail. The new transportation bill should follow suit by committing heavily to federal investment in public transportation, providing a big down payment on a world-class public transit system to complement our world-class highway network.
  • REDEFINE HOW WE DO TRANSPORTATION PLANNING:  States and metropolitan regions should be required to set reduction targets for oil use and heat-trapping pollution, replicating the approach established in California’s landmark land use and climate legislation Senate Bill 375 (Steinberg). Federal funds should be made available to reward regions that implement planning to achieve these targets. Such performance-based planning is indispensable for confronting energy and climate issues. As a step in this direction, we request that you co-sponsor the Clean Low-Emissions Affordable New Transportation Equity Act, or CLEAN TEA. This bill requires a review of transportation plans to determine how they reduce global warming pollution, and awards performance-based funding through a climate bill for those plans that successfully address this issue.  The bill is S. 575 and the lead sponsors are Senators Carper (D-DE) and Specter (R-PA).
  • ADOPT NEW PERFORMANCE STANDARD FOR FUELS: Climate legislation must also include strong, technology-neutral performance based standards to promote the adoption of low-carbon fuels.  A Low Carbon Fuel Standard (LCFS) policy does double-duty: it drives investment in clean fuels such as demonstrably sustainable biofuels and electricity while discouraging commercialization of high-carbon alternatives such as liquefied coal.
