Dear Chairman Levin and Ranking Member McCain:

As the Armed Services Committee begins its work on the FY2013 National Defense Authorization Act, we, as members of Environmental Entrepreneurs (E2), urge you to continue the committee’s strong support for the Department of Defense’s energy security initiatives as exemplified in parts of Title 28 of last year’s bill. These initiatives, along with the 2010 Memorandums of Understanding between DoD and the Department of Energy and DoD and the Department of Agriculture as well as Section 526 of the Energy Independence and Security Act of 2007, improve DoD’s operational effectiveness, save lives, and save money. They also provide an important catalyst for the development of American clean energy technologies, improving our energy security, creating jobs and growing the economy.
E2 is a non-partisan, national community of business leaders who promote strong environmental policy to grow the economy. We are entrepreneurs, investors, and professionals from every sector of the economy who collectively have been involved in financing, creating or working in the early development of more than 1,100 companies, which have created over 500,000 jobs. Our members manage over $90 billion in private equity capital that will flow over the next several years into new companies.

DoD is the nation’s single largest consumer of energy, making its mission of reducing energy use and diversifying energy supplies on installations and in forward operations critically important to improving national security. The military’s installation footprint of 300,000 buildings and 2.2 billion square feet of building space is 6 times larger than that of the General Services Administration and accounts for 25% of DoD’s energy costs while global operations account for the remaining 75% by using approximately 300,000 barrels of oil a day. Every time the cost of a barrel of oil goes up a dollar, it costs DoD an additional $130 million. Last year, price fluctuations in the global oil market added billions in unforeseen costs. In addition to these financial costs, well over 3,000 American casualties in Iraq and Afghanistan are attributed to fuel transport convoys.

In response to these challenges, the services, under guidance from the OSD Energy and Security Task Force have set strategic, achievable energy goals.  These include investing in energy efficiency and renewable energy in order to reduce costs, save lives and achieve other operational and installation needs.  Beyond the direct benefits for DoD, these initiatives stimulate innovation and investment in the private sector which have great benefits for the economy. American companies with promising technologies are engaging with the military to help meet DoD’s demand for new energy technologies. With the military as a customer, these emerging technologies can reach commercialization and will translate to civilian applications more quickly, providing cost savings and benefits to American businesses and consumers while creating jobs.

Especially in a time of fiscal constraint, it is important for the military to invest in long-term solutions to our nation’s energy security challenges. DoD’s clean energy initiatives are reducing our nation’s vulnerability to the fluctuating price and supply of oil and transforming the U.S. energy economy. Therefore, we urge the committee to continue to support DoD as it invests in clean, domestic, alternative sources of energy for the sake of our national and economic security.
