Dear Members of Congress:
 
As business leaders and members of Environmental Entrepreneurs (E2), we recognize that manmade carbon emissions affect changes in our climate that produce and exacerbate economic and environmental threats. Given these threats and the need for direct, immediate action we write in support of the Clean Power Plan as an effective tool in cutting harmful carbon emissions and promoting investments in burgeoning clean energy markets across the U.S. We hope that you also recognize the economic opportunity created by this plan and that you will support its successful implementation.   

Environmental Entrepreneurs (E2) is a national, nonpartisan group of business leaders, investors, and professionals from every sector of the economy who advocate for smart policies beneficial to the economy and the environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital. 

In addition to its primary goal of reducing U.S. carbon emissions from the electricity sector, the Clean Power Plan (CPP) can also serve as an enormous catalyst for growth in clean energy jobs.  The plan is designed to incentivize states to grow their clean energy economies by prioritizing investments in renewable energy and energy efficiency, among other low emissions and zero emissions sources. Each state will design a State Implementation Plan (SIP) to meet its emissions reduction target. States will decide on the methods to lower their emissions, with many options at their disposal.
 
E2’s quarterly national jobs reports and state specific jobs surveys show two distinct trends relevant to the CPP.  First, a preponderance of the quarter of a million clean energy jobs announced since 2012 have emerged in states that have already chosen to participate in the clean energy economy by enacting smart policies to help attract those  industries.  Second, the states that removed market signals and incentives for clean energy suffered attrition in this sector, causing companies focused on the production of clean energy and energy efficiency to move to states with smarter polices aimed at job growth.
 
The trends are clear: states that promote renewable energy and energy efficiency, like the Clean Power Plan does, gain jobs and grow related sectors of their economies while others that removed incentives for these sources of energy faced job losses. The CPP promotes innovation and investment in industries that create American jobs that cannot be outsourced, while reducing the economic risks and liabilities of climate change.
 
Perhaps most importantly in the short term, the finalized CPP includes a Clean Energy Incentive Program (CEIP) to reward early state investments in renewable energy generation and demand-side energy efficiency measures that generate carbon-free energy or reduce end-use energy demand during 2020 and/or 2021. State participation in the program is optional. Through this program, the EPA makes additional allowances or Emission Rate Credits (ERCs) available to states to encourage early investments in zero-emitting wind or solar power projects and energy efficiency projects. In short, EPA is encouraging the growth of clean energy jobs before the start of the CPP compliance period in 2022 by giving states a jump start on reaching their emissions targets. It’s clearly more advantageous to states’ economies to take advantage of these incentives and participate proactively in this national policy initiative by designing their own State Implementation Plans.
 
The Clean Power Plan is a responsible and business-friendly means to reduce harmful carbon emissions and boost the market forces already in place to do so. The plan creates a predictable policy environment in which energy sources will be more secure and businesses across the U.S. industry spectrum can effectively plan for the future. We hope that you will support the implementation of this plan and oppose any efforts to block or weaken it.
