Dear Chairwoman Gonzalez and Speaker Rendon:
As members and supporters of E2 (Environmental Entrepreneurs), we are writing in strong support of Assembly Bill 383 (Mayes, Friedman).  This bill would create a centralized Clean Energy Financing office within the Office of the Treasurer to provide strategic leadership for coordinated public and private investment to mitigate greenhouse gas emissions. 
E2 is a national, nonpartisan group of business leaders, investors, and professionals from every sector of the economy who advocate for smart policies that are good for the economy and good for the environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital.
California has been a global leader in addressing climate change and the strong suite of state programs and funding sources dedicated to clean energy development are a testimony to this commitment.  California’s strategic policy leadership has created markets and driven significant investment and job growth in California’s clean energy economy.  In fact, according to E2’s 2019 Clean Jobs America report, California leads the nation with almost 513,000 jobs in sectors ranging from renewable energy generation, clean fuels and transportation, and energy efficiency. 
Yet, California’s critical climate change mitigation work to date – and the strength of our clean energy economy - represents only a fraction of what must be done to achieve our state’s ambitious greenhouse reduction and carbon neutrality goals.  Furthermore, our state’s tremendous public funding dedicated to advancing the clean energy economy is insufficient to drive the innovation and carbon-free energy generation necessary; significant private investment must be leveraged.  
AB 383, and the Clean Energy Financing office it will create, will play a key role of bridging the gap that exists between public resources and programs and the needs of the private sector and facilitate private capital to help finance clean energy.  It is not a new government program and should take minimal resources to implement. Specifically, AB 383 would take two important steps. 
  1. This bill would coordinate the forty existing clean energy financing programs that live in various departments throughout state government.  This coordination will improve the effectiveness of such programs, which are currently siloed and do not communicate well with one another.  
  2. AB 383 would help facilitate the massive pools of private capital that are looking to finance clean energy projects.  Though we have many programs, the state has noted that public money alone will not be enough to provide the financing necessary to meet California’s greenhouse gas goals.  There are large, untapped and underserved clean energy markets that are not penetrated now due to lack of financing.  The ability to blend and connect large pools of capital to underserved markets won’t happen without the facilitation and partnership that this office could provide.
