Dear California Legislators:
As members and allies of E2 (Environmental Entrepreneurs), we are writing in support of AB 3059, which would authorize California local agencies to tackle traffic congestion in their jurisdictions by piloting so-called “Go Zones,” congestion relief programs in a defined traffic hotspot that feature integrated mobility options, travel demand management strategies, and variable pricing on road use.

E2 is a national, nonpartisan group of business leaders, investors, and professionals from every sector of the economy who advocate for smart policies that are good for the economy and good for the environment. E2 members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and currently manage more than $100 billion in venture and private equity capital.

As the population of California and its cities continues to swell, urban congestion has emerged as a formidable drag on our state’s economic growth. For example, research shows that congestion costs each Angeleno $2,800 and each San Franciscan $2,250 in wasted fuel and lost time each year. And yet existing California law prevents local jurisdictions from taking the necessary steps to reduce congestion on their streets. As members of our state legislature, the fate of our cities’ roads—and therefore our cities’ prosperity—is in your hands. You must take action to alter California law and unshackle jurisdictions in their efforts to confront the air pollution and economic impacts of traffic.

“Go Zones” would unclog traffic hotspots by providing integrated mobility options, travel demand management strategies, and variable pricing on road use to reduce congestion on surface streets. Similar programs have been implemented successfully in London, Stockholm, Singapore and Milan, reducing congestion, local air pollution, carbon emissions and traffic collisions, while improving transit ridership and saving tens of billions of dollars a year in wasted time and fuel.

This will help ensure that commuters can get to work on time, deliveries can arrive as scheduled and our regional exchange of goods and services can continue to flow smoothly. As business leaders who are creating jobs and driving economic growth in California, we strongly encourage you to support AB 3059 because it will empower local agencies with an additional tool for alleviating traffic congestion and investing in transportation options that are accessible to all and beneficial for the economy as well as the environment.
