RE: Corporate Average Fuel Economy (CAFE) Standards

Dear Secretary Chao and Acting Administrator Wheeler:

The U.S. Department of Transportation (DOT) and EPA just issued a joint Notice of Proposed Rulemaking (NPRM) on Corporate Average Fuel Economy (CAFE) and the Light-Duty Vehicle Greenhouse Gas Vehicle Emissions standards for model years 2022-2025 that proposes to significantly weaken the existing standards. The current policy was adopted in 2010, after an agreement between the federal government, labor, auto manufacturers and states. The existing strong standards are good for American innovation and business and good for consumers, which is why the business leaders signed below from across the country strongly oppose this NPRM.

Environmental Entrepreneurs (E2) is a national, nonpartisan group of business leaders who advocate for smart policies that are good for our economy and good for our environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital.

An ambitious set of vehicle emissions and fuel economy standards benefits consumers and businesses alike and as a nation we prosper when we prioritize innovation and competition while ensuring a stable business policy environment. All of this requires leadership from our elected officials and decision makers at federal agencies, such as EPA and DOT, in partnership with the state officials. 
 
Strong long-term standards have been critical and remain essential to continued recovery of the automotive sector since the economic crash a decade ago. They are key to ongoing innovation and job growth, and to a further strengthening of our manufacturing sector. Since the modern standards went into effect in 2012, we have seen record vehicle sales of vehicles and fuel economy coupled with growing employment in the auto industry. These standards—when maintained—provide certainty for the investment that drives innovation.

That innovation makes domestic automakers and their vast network of suppliers competitive in a global market that continues to demand cleaner vehicles. This investment also supports domestic jobs. According to the 2017 edition of the report Supplying Ingenuity, there are 288,000 direct manufacturing and engineering workers in 1,200 facilities across 43 states who are building the technologies that make vehicles cleaner and more fuel efficient.
 
Similarly, the 2018 U.S. Energy Employment Report which E2 recently published along with partners at the National Association of State Energy Officers (NASEO) and the Energy Futures Initiative, found that at least 650,000 jobs in the motor vehicles sector are focused on increasing fuel economy or transitioning to alternative fuels through their daily activities or supply chains.
 
In 1985 more than two-thirds of Detroit Three unit sales were in North America. By 2025, it is projected that only one-third will be sold in North America, while two-thirds of sales will be overseas. In those global markets, consumers demand, and governments often mandate, more fuel efficient and cleaner vehicles compared to the North American market. They also ensure American cars can compete in nations which have far higher gasoline prices than we do in the United States. If we rollback these standards we will cede market share to international competitors already quickly moving to capitalize on our lack of leadership.
 
Lastly, standards protect American families, businesses and institutions against gasoline price volatility. The CAFE standards in 2025 will save drivers between $3,200 and $5,700 over the life of a new car. In fact, improved fuel efficiency is forecast to save Americans a total of about $50 billion by 2030. Instead of going to foreign oil cartels, that is money that can be reinvested in local communities across the country.   
 
E2’s members recognize the economic opportunity and necessity of increased fuel economy. We strongly urge both EPA and DOT to do the same, and not rollback these badly needed and highly beneficial standards.
