Dear Members of Congress,
                       
As the new Congress convenes, it is vital that you take immediate and ambitious action to address the devastating economic threats made clear in the Trump administration’s recent Second Volume of the 4th National Climate Assessment.
 
As business leaders and investors who live, work and do business in every part of the country, we demand that Congress heed this report - along with the dozens of other reports affirming its findings – and act rapidly to reduce carbon emissions to prevent the worst effects of climate change, including passing legislation that will reduce greenhouse gas emissions, increase the deployment of clean energy technologies and better prepare our nation’s infrastructure for the impacts of climate change that are growing daily.
 
Environmental Entrepreneurs (E2) is a national, nonpartisan group of business leaders who advocate for smart policies that are good for our economy and good for our environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital.

The National Climate Assessment is required by Congress every four years and is issued and endorsed by 13 federal agencies, including the Department of Defense and NASA. The most recent report states unequivocally that without “significant global mitigation action and regional adaptation efforts, rising temperatures, sea level rise, and increased frequency of extreme weather events are expected to increasingly disrupt and damage critical infrastructure and property, labor productivity, and the vitality of [American] communities.”[i]
 
The report further details exhausted fisheries, declining crop yields from agriculture, deteriorating infrastructure, lost tourism dollars, and extreme weather damages that will slice hundreds of billions of dollars out of the economy. By the end of the century, climate change could cost the U.S. economy $500 billion per year. This sum is much larger than the current GDPs of most states.
 
Broken down by region, the effects are even more clear. On the East and West coasts, stronger storms combined with rising sea levels are now threatening approximately $1 trillion worth of coastal real estate and other assets. In the Midwest, higher temperatures, more flooding and other extreme weather events threaten billions of dollars in reduced crop yields and livestock and dairy production. In the Northeast, increased flooding and storms will compound existing issues with aging bridges, roads, sewer and water systems and other infrastructure, resulting in billions of dollars’ worth of damage, and increased burdens on businesses.
 
Congress has not only the power, but the obligation, to act to prevent the worst effects of climate change as soon as possible. Congress has debated this topic for decades, including examining the human influence of climate change in high profile hearings held in1988. The 116th Congress can wait no longer to act.
 
It is also vital that Congress exert leadership on climate due to the Trump administration’s roll backs to critical federal programs that encourage growth in the clean energy and transportation sectors, clean our air and water and reduce carbon emissions. Executive moves against the Clean Power Plan, fuel economy standards and the bipartisan and industry-backed Mercury Air Toxics (MATS) rulemaking are just a handful of bad decisions.  That leaves it to you as members of Congress to protect the American people and our economy by passing legislation to encourage deployment of clean energy and transportation, reduce greenhouse gas emissions and make our infrastructure smarter and more resilient.
 
As the National Climate Assessment makes clear, we cannot wait any longer. We urge you to make climate action your top priority when the new Congress convenes.
