Dear Secretary Zinke,

As business leaders and members of E2 (Environmental Entrepreneurs), we write in strong opposition to plans to ex­­pose our nation’s coastlines to more offshore oil and gas exploration.
 
Expanding offshore drilling would impose unacceptable economic costs on our coastlines and our public waters. It would also deepen our nation’s dependence on oil and undermine our transition to cleaner energy sources, including offshore wind.

E2 is a national, nonpartisan group of business leaders, investors, and professionals from every sector of the economy who advocate for smart policies that are good for the economy and good for the environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital. 

Your administration’s plans to auction off virtually all of our coastlines to drilling is a direct threat to our coastal communities, our ocean economy, and our nation. In 2012, our nation’s oceans generated $100 billion in tourism and recreation and supplied more than 2 million jobs[1] In California alone, the coastal economy employs more than 500,000 workers and contributes $40 billion annually to the economy through tourism, recreation and commercial and recreational fishing. No amount of oil or drilling-related jobs can replace this.
 
We know from experience that the impact of an oil spill would be devastating. In 2010, the BP Deepwater Horizon oil rig exploded in the Gulf of Mexico, killing 11 workers, injuring 17 others and creating one of the most damaging environmental disasters in the nation’s history. This spill impacted more than 1,300 miles of coastline – an area equivalent to the beaches stretching from Boston to Savannah. The Gulf of Mexico commercial fishing industry lost an estimated $952 million and more than 9,300 jobs as a result of post-spill fisheries closures[i]. In addition, Gulf coastal states lost billions of dollars in lost tourism revenues, and some areas continue to suffer even today.[2]
 
If this type of incident would occur off the Atlantic or Pacific coast – and there is no place in our country where offshore drilling has occurred that has not experienced a spill - it would be disastrous to economies and communities all along these densely populated areas. A spill in the Arctic would be equally as devastating. Far from any relief and in one of the most challenging environments on Earth, a spill in the Arctic would be more than our U.S. Coast Guard can handle today; impossible to clean up and extremely costly. Even without a spill, our oceans and coasts would be negatively impacted by industrialization and the smaller leaks that are endemic to any oil and gas development.  

By furthering our dependence on oil, offshore drilling will also hurt our nation’s burgeoning clean energy industry and our transition to a sustainable, low-carbon economy. Diverting resources from renewable energy to drilling operations threatens to cede our leadership in clean energy to other countries. It also sends the wrong signal to investors who in 2017 invested nearly $57 billion into clean energy technologies in the United States.[3]
 
There are more sensible ways to tap into the energy of our oceans. In stark contrast to offshore oil, offshore wind resources are abundant and when properly developed can provide clean energy and economic growth without endangering our ocean economy. Tapping just one quarter of our nation’s offshore wind potential would provide as much electricity as our nation’s combined generating capacity of fossil fuel-based power plants. In the Atlantic, modest development of clean, renewable offshore wind could create twice as many jobs – about 91,000 more jobs – than offshore drilling, according to some estimates.[4]  
 
Finally, the public doesn’t want more offshore drilling. Poll after poll shows a groundswell of opposition to offshore drilling but strong support for investing in clean energy that grows the economy while producing good, domestic, sustainable employment.

For all these reasons and more, we ask you not to expand offshore drilling and expose our coasts and economies to the severe risks that come with it. Opening vast new areas to oil extraction and threatening our coastal economies is inconsistent with that vision and represents a poor allocation of federal resources.
