As a national group of business leaders, investors and other professionals, E2 (Environmental Entrepreneurs) is focused on ensuring the tax code supports innovation and competitiveness through the rapid job growth, economic savings and environmental benefits being generated by the energy efficiency and renewable sectors. As leaders of the House and Senate tax writing committees, you have the ability and responsibility to support measures that will help our country lead at the nexus of economic opportunity and innovation.
E2 is a national, nonpartisan group of business leaders who advocate for smart policies that are good for the economy and good for the environment. Our members have founded or funded more than 2,500 companies, created more than 600,000 jobs, and manage more than $100 billion in venture and private equity capital.
More than 85 percent of Americans across the political spectrum support producing 100 percent of electricity from clean energy sources by 2050. But the public cannot get what it wants without policies like those listed below that encourage further deployment of clean energy and vehicles. These bills can help to establish more energy storage, electric vehicles, offshore wind, energy efficiency and solar energy.

• H.R.2096 and S. 1142, the “Energy Storage Tax Incentive and Deployment Act of 2019”. This bipartisan legislation will extend to batteries and electricity storage systems the same 30 percent Investment Tax Credit (ITC) currently offered to photovoltaic solar. Energy storage helps integrate more renewable energy onto our electric grid and increases grid reliability and resilience.  

• H.R.2256 and S. 1094, the “Driving America Forward Act”. Transportation is the largest source of U.S. greenhouse gas (GHG) emissions, and cars and light-duty trucks are responsible for about 60 percent of those emissions. This bill will increase the number of electric vehicles that are eligible for the existing tax credit, which can spur investments and growth in the auto industry and the dozens of American companies that supply EV auto parts and employ around a quarter of a million workers.
• H.R. 3473 and S. 1957: “The Offshore WIND Act”. By extending the 30 percent ITC for offshore wind facilities through 2025, this legislation can help spur investments in a burgeoning sector of the U.S. energy industry. According to E2’s own Offshore Wind report, a single average wind farm in any one of five east coast states can create on average 4,800 jobs.
• H.R. 2704: “The Renewable Energy Transferability Act”. This bipartisan bill would provide limited transferability for renewable energy ITCs and production tax credits (PTC), which would expand the pool of investors for existing renewable energy incentives and drive additional renewable energy deployment.
• Extend and modify several tax incentives for energy efficiency, which save residential consumers and businesses money and represent the most cost-effective way to reduce energy consumption. The Section 179D deduction for energy efficient commercial and multifamily buildings is expired and must be extended. The 25C incentive for homeowner efficiency improvements and Section 45L incentive for energy efficient new homes are outdated and should be modified to reflect new technologies and market conditions.
• Extend credits for solar, wind and other clean energy technologies to account for trade policies that have wreaked havoc on these industries and provide technology parity. These credits have helped to create hundreds of thousands of jobs and spurred billions of dollars in investment in American communities.
Passing this ambitious set of tax incentives is an opportunity to assert our country’s leadership through economically-friendly climate solutions, and we are calling on Congress to act.
